When Windows no longer boots, options are limited. In serious cases, a USB medium has been necessary to completely reinstall the system. For Windows 11, Microsoft has announced the cloud rebuild, which downloads a complete system image including drivers directly from the update servers. This makes the PC fully functional again after the rebuild is complete.
New Recovery Option
On the Windows Blog, Microsoft introduced new Insider Preview builds for testers of the pre-release versions. The most exciting innovation is the so-called “cloud rebuild,” which is now being rolled out through the experimental channel. According to the blog post, the new feature resets the “PC to a clean, functional state.” It is a full reinstallation that is possible even if Windows 11 no longer starts.
The recovery not only downloads Windows itself but also the necessary device drivers via Windows Update to the PC. This means the device is ready for use immediately after the reinstallation–no additional USB medium is required.

Difference from “Reset This PC”
Windows 11 already offers a cloud option for “Reset This PC.” However, this method is mainly helpful when Windows is still partially functional. While it does download parts of Windows anew, the process still runs through the existing Windows recovery infrastructure and offers the usual reset options like “Keep my files” or “Remove everything.”
The cloud option requires that the file system is still readable, as the drivers for the recovery process come from the local installation. If Windows is too damaged or infected, the process may fail or result in an incomplete recovery.
Microsoft’s new cloud rebuild, on the other hand, works even if Windows is no longer bootable and the normal recovery process cannot be initiated. An important difference concerns data and programs. The new function does not offer an option to keep apps and files.

Initially Only for Testers
Starting now, Microsoft is rolling out the cloud rebuild in Build 26300.8772 of the Windows 11 Insider Preview. Users can initiate the process through the Windows Recovery Environment (WinRE). A detailed guide is available on the company’s Learn platform.
This guide explicitly advises not to restart or shut down the PC while the rebuild is “preparing, downloading, or installing” the Windows installation. Doing so could result in Windows no longer being able to boot into the recovery environment. In this case, a reinstallation with a USB medium would be the only option left.
